In 2009 he was nearly the highest compensated university president in the country, raking in nearly $2M in salary and other perks. Not bad considering he arrived at West Virginia Mountain State University (MSU) in in 1990, after resigning as president of Daytona Beach Community College in Florida amid an investigation by the Florida Ethics Commission.It was alleged that he had violated Florida law for having a contractual relationship with a real estate developer who was doing business with the college. In 1991, the Ethics Commission found that Polk did violate Florida law recommending he be publicly censured, according to the Ethics Commission case report. Charles H. Polk, the longtime president of beleaguered Mountain State University, was fired Wednesday night by MSU’s board of trustees. The move does nothing however. The university’s fate is already sealed and rests in the hands of the Higher Learning Commission. The time for a change was about two years ago.
And the past few years have not been kind. The School of Nurse Anesthesia was placed on probation for multiple violations and closed its doors this past fall. The school of nursing lost its national accreditation from the National League for Nursing Accrediting Commission in October 2010 and was recently turned down by an alternative, CCNE, a national accrediting body.
The university received a show-cause order from the Higher Learning Commission of the North Central Association of Colleges and Schools and had until Thursday, Dec. 1 to give evidence why the entire university should not lose accreditation. The Board of Trustees of the HLC determined during a June 23 meeting that the university may not meet criteria for general accreditation, in part due to the problems in the school of nursing. A decision by the HLC is awaited.
The HLC’s order specified three areas of concern: the loss of specialized accreditation and the monitoring of program outcomes; issues related to shared governance, administrative structures and provision of information to students; and issues related to faculty resources, library resources and shared governance.
Currently the undergraduate nursing program is still accredited with the West Virginia Board of Examiners for Registered Professional Nurses, though it is probationary and they are on very thin ice, and credits students have accumulated cannot be taken away and can be transferred to other institutions, but that same body sanctioned the school of nursing in November of 2010. Sever restrictions have been placed on the school including prohibiting acceptance of new students and cooperating with and assisting students who want to transfer to another school.
A number of students from the school of nursing have filed law suits against the university as a result of the loss of accreditation.
